The NSC and DHS said that Vladimir Putin did his best to help Trump in 2016, an election Trump won because of states targeted by the Russian GRU, using polling data they got via Paul Manafort.

In 2020 DHS cyber security reported no interference from Russia, where the states that swung one way in 2016 with Russias help, , swung the other way without interference.

And most of the hacking, vote flipping and fractionalizing on those Dominion machines on the night of 11/6/2020 came from China. They have the IP logs to prove it.
