IN ALL FAIRNESS, Hospitals are responsible for stocking and ordering, the local gov't and then State responsible for requiring emergency parameters and requirements of those hospitals.
Hospitals were too busy spending their 100. Dollar aspirin money they over charge patients/insurers on big screen tvs and fancy espresso machine for the nurses lounge instead of stocking emergency supplies.
