Here in Virginia, the outer envelope is for mailing only.

The inner security envelope is used for processing the the voter security/verification checks. Once those checks are passed, then the ballot is removed from the security envelope.

Without the security envelope the voters signature and personal information would have to be on the back of the mailing envelope.
