1) Training teachers and other officials on how to report students who are exhibiting violent tendencies etc. - Gorka said this very same thing in a Forbes interview.
2) Creating a database to be shared across law enforcement agencies of people who have exhibited a rising radicalism and violent threats. - pretty much what Gorka said also.
3) People who post up violent threats against specific groups should be investigated - again Gorka said this also.

You can't do nothing. Everytime this happens everyone asks the question - why did this insane nut have guns?? Then we learn they exhibited multiple rising signs - and no one said a word or did a thing. Multiple problems, dozens of dealings with law enforcement - no one did a thing.
You can't be upset over that, and at the same time be upset about this.
