Such shells do not cause damage to infrastructure and servicemen; they are designed so that only the leaflets that are inside the casing are dispersed,

He's already lost almost half his total army and a third of his aircraft along with most of his ships in the Black Sea Fleet. Turkey won't let him bring in any more from the Med either since they control the only access/outlet to the black sea.

He's so desperate now he's threatening to attack the US and NATO if we don't stop supplying Ukraine.

Personally to me the answer would be to increase aid to Ukraine by somewhere between 10-100 fold so that when Putin's forces retreat back to Russia all they have left is two surplus jeeps and a few donkey carts to haul back the wounded.

Russia will not recovery economically or militarily for at least a decade and right now they are losing ground and have again failed to secure and hold their secondary line of objectives after failing to take all of Ukraine east of the Dnieper.

Holding onto Donetsk even if they get it in a negotiated settlement will be harder for them than holding Afghanistan.
