Freeze the budget at the current level, end automatic increases, and cut spending in every program by 1% next year and every year till the goal is reached

There are many tentacles in our government. Some may cross into each party. it took many years for this to happen. There were murmurs and attempts to cut the fat 40 years ago. They did a little. It was estimated to be 25% to 33% of the budget. We waste.
