If the foreign governments don't want the US Congress to send them any money, then of course they can ask the President to invoke "Executive Privilege:" So that no hearings on any such money appropriations every be held, no money appropriated to be sent.

Congress holds hearings on Executive Branch requests. Security protocols agreeable to all parties happen routinely.

When the inquiry is obstructed--and into why money was suddenly diverted, or sequestered: "Executive Privilege" is more likely no longer applicable. "Criminal" is not a basis to invoke "Executive Privilege." People can actually go to jail on many matters.
