The West doesn't care because there are no "American interests" there. "American interests" are generally defined as "holdings of land, property or businesses belonging to American corporations".

Obama certainly took an interest in Libya. Remember that? Obama said he was going to set up a no-fly zone to protect certain segments of the population from Kaddafi. Next thing you know, Obama was pounding Libya with bomb after bomb, targeting where he thought Kaddafi was located until it weakened him enough to lose power, all the while claiming it was not about regime change.

Then when he was dead, the world stopped caring about them again after Obama won his Nobel Peace Prize.

Maybe many (most?) people do not "care" about, say, Sudan because:

1. There is nothing that nobodies like me can do about it.

2. Maybe the situation in Africa is, well, hopeless.

a. The Africans may have made a big mistake in demanding "independence" after World War II.

i. They might today be better off economically and in all other ways if they had stayed under the benevolent tutelage of their European big brothers (and sisters).

Maybe you should ask your Boy Trump. He took Sudan off the state sponsors of terrorism list in exchange for them signing the Abraham Accords.
