If Obama's proposed budget was enough for the FAA to keep the Towers manned, why isn't the sequester amount, which is MORE than what Obama wanted?

It is ALSO an increase. Which means there is more money in the coffers. That means that all the salaries they paid last year, the can pay right now, with money left over.
