There are several exceptions to the RAH, such as

1)All the first hand witnesses are dead
2)None of the witnesses are available
3)The secondhand witness can be verified by written evidence such as an affidavit

When gathering historical evidence, the RAH is often waived

Well, it does, but it can be waived.When you deal with very ancient history, the evidence is often so scant that you take what you can find. In ancient times, few people could read and write, so they often did not make written records of anything.
