“Pobeda” means victory. “-besie”, the most possibly is taken from word ”mrakobesie”, which means “obscurantism”. Which comes from “mrak” = “darkness” and “besit’sa” = “freak out”. The root “bes” literally means ”imp” or “devil” (still, don’t confuse it with prefix “bez/bes” which means “without”).

This word is used for turning May, 9th (day of Soviet victory over Nazi Reich in World War II) into aggressive celebration of militarism. When “Never again” turns into “We can repeat it”.

That’s how moscow imperialist - fascism was grown by Putin’s propaganda: fascist ideology disguised as antifascist.
