"The Weimar Republic is an important case for the study of semipresidentialism for two reasons: Weimar was one of the first semi-presidential countries, and it was an attempt at democracy that failed. In this chapter, I define Weimar’s semi-presidentialism as a “vertical dual executive system,” meaning that the president and/or the premier could be the real political leader at the same time. The designers of the constitution intended the president to play a moderating role during normal times and to serve as a political leader in reserve in the event of an emergency. However, because of the fragmented party system, parliament remained powerless. The actual operation of the state transgressed the essence of the constitution after 1930 and finally caused the breakdown of Weimar’s democracy."

Until the end of the 18th century, there were few jews in Russia, so there was no question of any mass "pogroms". Jews appeared in large numbers in the Russian Empire in the second half of the 18th century, after the partitions of Poland. A “Pale of Settlement” was established by law for jews, according to which they were not allowed to settle on lands east of it. But while in Europe hostility towards jews turned into racial hatred, in Russia the difference remained religious, meaning that if a jew converted to christianity, he could live anywhere in the empire.

With the victory of soviet power, all restrictions on the rights of any nationality were legislatively abolished, unlike in Europe and even the United States, where anti-semitism remained at the legislative level and reached the point of state genocide, as in Hitler's Europe.

From the very beginning of hostilities on the Eastern Front on June 22, 1941, the Soviet government began to implement a policy of evacuating the population and material assets beyond the Urals and to Central Asia.

During the transfer of industrial enterprises and the relocation of the civilian population, which began in the early days of the war and continued until 1942, a large number of Jews living in the USSR were saved. According to rough estimates, as already noted, more than 3 million Jews lived in the Soviet Union within its 1939 borders. After the annexation of the western parts of Belarus, Ukraine, and Moldova, the Jewish population increased by another 2 million people.

Even taking into account the difficulties of the evacuation policy, the number of Jews in the USSR who survived was very large. The greatest difficulties were caused by the evacuation of the population from the western border areas of the country, which bordered Germany and were the first to be attacked.

Due to the success of the first months of the “blitzkrieg,” out of the 2 million Jews living in Western Belarus, Western Ukraine, the Baltic States, and Moldova, no more than 12%, or about 200,000 people, were evacuated. From the rest of the USSR, which was further away from the front line, more than 1 million Jews, or one-third of the Jewish population of the European part of the Soviet Union, had been transported beyond the Urals by the time the German troops arrived.

In addition, a significant number of Jews, although the exact number is unknown due to the lack of reliable statistics, escaped without the involvement of the state services responsible for evacuation.

Thus, the total number of Soviet Jews who were outside the German occupation zone throughout the war and therefore not at risk of physical destruction was 2,250,000 (of whom, as noted above, about 200,000 people were taken from the western regions of the USSR, just over 1 million from the European part of the country, including Moscow and Leningrad, and finally, about 1 million Jews lived in territories that were not occupied by Germany at all).

Immediately after the start of the war, on June 24, 1941, an Evacuation Council was created under the USSR Council of People's Commissars, chaired by L.M. Kaganovich. Although the Council did not issue any direct and separate directives regarding the relocation of Jews, the percentage of Jews among the 12 million people deported beyond the Urals was high in practice.

According to materials from the Jewish Anti-Fascist Committee, a significant portion of those evacuated were resettled in Western Siberia, Kazakhstan, and Uzbekistan. The fate of those who remained in the territories occupied by the German army was similar to that of Eastern European Jews: they were placed in ghettos, their property was confiscated, and they were subsequently exterminated.
