It works everywhere else in the world. American Conservatives want programs to fail, so they attach so much administration to the programs that they're inefficient, expensive, and so niggardly that they didn't do the job they were intended to do. Food stamps being a prime example.

Americans are supposed to be the "can do" nation. You went to the moon, but your health care system spends 1/3 of your health care $$$ on administration. My government pays less than 10% of it's health care $$$ on administration. Some European nations have it down to 5%. No first world nation except the US spends more than 10% on administration.

That's because insurance companies fight to retain every premium dollar they can. And in doing so, they don't care how much money they spend.

Unfettered capitalism gives all of the power to the employer. The employees have to work to live, so they can be bullied and threatened to take the least amount of money possible, to endure the worst conditions, because without an income, their situation becomes precarious. Unions came about because of abuses by the employers - especially as it relates to work hours, conditions, and safety issues.

Unions built the American middle class, improved income and benefits, and kept income current with rates of inflation. Were all of the union leaders good guys - no. There was some corruption and abuses (see Teamsters Union), but by and large, unions did a lot of good for the American worker.

Reagan and the Republicans began the destruction of unions which continues to this day, as Republicans have used legislation to undermine unions, and corporations have used union busting activities without repercussions. Now, unions are pretty much gone. only 15% of US workers are unionized, and most of them are in the public sector.

As unions have declined, so have wages (in relation to the cost of living), workers' rights, and health and safety conditions. Corporations are now pretty much free to abuse employees at will, and then ship their jobs to Asia, if they don't like it.
