The European empires in sub Saharan Africa ended centuries too soon. While they existed they built schools, hospitals, water purification plants, telephone communication. All of this has been in decay since independence.

Given that he's homeless and appears to be mentally ill, how is this part of some racist attack as is assumed from the title of this thread.
