One example: Say patient x goes into the hospital for normal procedures, and has to stay a few days. Ok, so patient x is then exposed to an environment possibly rich with germ's, viruses, and etc.

In the knowledge of Covid-19, does the hospital test patient x for the virus before sending that patient back into the general population or back amongst families and their friends ?????? If not, then why not ??

That is correct, early in 2017 when he (Murthy) still had a couple of years of term left. Seems Murthy had been rather vocal about vaccines and Rump the anti-vaxer didn't want that around. Prolly about the same timee Rump fired off the pandemic response team.
