The delegates are required to follow the intent of the primary voters as closely as they can. And no candidate is closer to the intent of the primary voters than Harris.

She's Biden's VP. She's on Biden's ticket. She has Biden's endorsment. And she's wildly popular with democratic voters. The dems are thrilled with Harris.
