But I wouldn't recommend becoming one just to gain an understanding of them.

Here is one fundamental principle of government employment, and maybe the OP's point can be extrapolated from that: Government managers will ALWAYS be able to confirm, through reporting and statistical analysis, that they are doing a good job. This is why virtually all of the GS employees in the Federal Executive Service get a full performance bonus every year - something that was intended to reward EXCEPTIONAL service.

And once you start to cook the books for one thing, it's hard to stop.
