Of the military budget of the US, the largest chunk is "Operations and Maintenance". In other words, keeping our equipment working and training personnel how to use it. After that it's personnel. That is housing, pay, medical, and all the other expenses incurred from education of the kids of the service members to paying to move them when they get transferred.
After that is "Procurement". That is purchasing anything from weapon systems and ammunition to vehicles, computer and printer paper.
After that is listed RDT&E. In other words, researching new systems or upgrades to current systems.
Our personnel numbers have barely changed since the late 2000s, the military is still essentially running at the early Obama era manpower numbers. So exactly where should the cuts be taken? Maybe cut pay by 20% and put all of the lower enlisted on food stamps? Cancel their medical insurance so they have to pay for insurance on the civilian market?
