The plan was allegedly developed after FDR died but while the war was still going on. It was never enacted possibly because it was a convoluted plan that involved attacking an ally.

Churchill, Stalin and FDR agreed on the occupation areas at the Teheran Conference in November 1943. Why should American blood be spilled to conquer territory we’d just have to give away to the Soviets?
