Texas Transferring Money from Prisons to Pay for Wall

I have to question the wisdom of a massive state spending money it doesn't have, to build a wall that doesn't work, along a border that already has a natural barrier, in order to prevent a whole bunch of people from committing what is usually the equivalent of Class B misdemeanors.
