no1tovote4 said:Even with the ones that start at '0' the tallest of the mountains start far higher than that. First you have foothills, they give the base needed in order to get the mountains that high. The next step are the high mountains, then the Divide.
However in order to have all the 14ers you have to have mountains on the Continental Divide.
