We went through this same Rasmussen horseshit for 8 years of Bush, when they consistently had Bush's numbers higher than the average.
Then, interestingly but tellingly, when Obama was elected, Rasmussen made a major shift to a new focus they call the approval index, which measured only the difference between 'strongly approve' and 'strongly disapprove'.
They made that their headline number.
This jiggering effectively eliminated the 'somewhat approve' number from their reporting, and that 'somewhat approve' number is the one that pushes an incumbent president's numbers UP.

Results?
For example, by June of 2009 Rasmussen was able to headline Obama's 'approval index' as -2,
while in fact his standard Rasmussen approval/disapprove was 53 - 46.
