Should universities be forced to consider an asian american an african american if that person feels they are african american?

If someone thinks their IQ is 180, but it is actually 110, should MENSA be forced to take them?

If I feel I'm handicapped, but am actually not, should I be able to park in handicapped spots?

At least answer me this question.
