When you see rioting its often because the police assaulted or killed a black person and they are often protected by the code of silence and the courts. See Rodney King for a good example.

When you can't call the cops because the cops are the ones harming you; when you can't rely on the courts because the courts are not dispensing justice...this is when you see rioting.
