The nazis were fascist. But there are other fascists, which werent nazis, such is Spain and Italy. The primary requirement for fascism is to first be nationalist (extreme nationalism), and opposed to democracy, and then add authoritarian rule. If there is no nationalism, it cant be fascism. If it supports democracy, it cant be fascism. There are other words better to use.

On the subject of nazis being socialist. This was present when the nazis were gaining power. They had to attract the working class. The socialist faction within the nazis was called Strasserism, which existed up until approx 1933, when Hitler ousted it, killing one of the Strasser brothers, and the other escaped.
