I'm not talking about carpet bombing the whole countries. Just surgical strikes against the financial institutions financing this war.

Wouldn't be a long flight for the bombers. Several of the Putin funders are NATO members, close enough that you would think they would be allies of Ukraine, not Russia. But they continue to fund Russia's war against Ukraine, even while pretending outrage over it.

Europe's reaction to the Ruskie invasion of Ukraine is bizzare. Imagine if, when Nazi German invaded Poland, Britian, France, and other nations had done nothing except to point and shout, "United States! United States! Did you see what they did? What are you going to do about it?!?!"

If by 'bombing' you mean sanctions, then yes. It is hard to change an economy but Europe (except Hungry) is moving away from the economic ties they had developed with Russia. At the same time they are increasing their defense spending. Two very poor long-term trends for Russia. It will always be able to sell oil & gas but Western development money and technology will disappear for years to come. Russia will end up being a province of China and possibly losing some eastern territory to them.

Two things:

A) Banks don't actually work like that. They don't have huge vaults with millions of dollars earmarked "V. Putin". Funds are electronic now.

B) Both Russia's allies AND its enemies are buying oil from Putin. Even those European countries who complain the loudest are still buying Russian oil.

So, I'm not sure how effective your strategy would be.
