We don't have any reason to do that because we have expensive bomb delivery systems. If we hit you with a nuke, it's going to do a lot more than just irradiate the place. No, a dirty bomb is something a country with enriched fissile material (you know, the stuff you get out of an underground centrifuge) but not the funding or tech to build a true nuclear bomb would use. A small amount of C4 scattering radioactive material over, say, Times Square would shut down New York for years. Of course, any country that tried that would probably become a parking lot in short order.
