Funding wasn't an issue for redecorating the embassy in Paris.

That is how bureaucracy works. Congress is tasked with being the gatekeeper. When they don't do their job various agencies and programs are overfunded and other underfunded. That is why they have committees to give oversight and evaluations of funding disbursements. It is a weakness in all bureaucracies in all countries and forms of government. Only the gatekeepers can solve and resolve the weakness and faults.
