At this point, they simply need to drop all charges with prejudice, against anyone who has not yet been tried, and release them.

They've been held prisoner, for more than a year, without trial, without due process, in blatant violation of the Sixth Amendment.

For those that did actually commit crimes, of which they would be convicted if they had been tried in a proper and timely manner, the vast majority were surely misdemeanors, for which the the valid punishment would be much less than the time that they have already spent in prison.
