"Security guarantee" are big words. That means that come hell or high water, you GUARANTEE Ukraine's safety whatever the cost. More so, it means that any mineral rights you get evaporate if you fail in that guarantee.

The USA can't guarantee the security of any country. At best, we are a deterrent. To guarantee Ukraine's security, we would inevitably be drawn into direct combat there with our own guys on the ground.
