The American flag that flies over the Pickens County Sheriff’s Office will be raised high tonight despite an order by President Barack Obama that flags across the country be lowered to half-staff to honor the death of iconic South African leader Nelson Mandela.

Sheriff Rick Clark told The Greenville News that he has ordered the flag be raised at the end of today because he said the honor of lowering flags to half-staff should be reserved for Americans.

“The flag at half-staff is for Americans’ ultimate sacrifice for our country,” Clark said. “We should never stray away from that.”

POTUS can order it, but there is no legal obligation for States or other entities to comply. Force would be in contrary to the First Amendment.

If I remember this correctly...

A Presidential Proclamation concerning the flying of flags at half-staff is only Mandatory with respect to Federal facilities...

All State, County, Township, Municipal and Private flag-flying is done in compliance with basic statute governing flag use, but is NOT bound by such Presidential Proclamations; having merely an Advisory or Requesting effect on those other levels.

Sounds like a case of Home Rule, and some county agency or another deciding that it did not want to honor a foreigner, and/or someone with questionable credentials, due to prior association with guerrilla warfare and revolutionaries or other reasons.

Bound to happen, I suppose, and well within their Home Rule rights, so long as local folks don't end-up objecting, to any appreciable extent.

I saw a couple lowered today...honestly, I thought it was for Pearl Harbor day.
 
To me, it shouldn't matter where a person is from. If they are a good person, some respect should be shown should they all of a suddenly not be here anymore.

P.S. Is this how the sheriff guy wants the rest of us to respond should he all of a suddenly not be here anymore? If no, the guy is a hypocrite.

Should we be honoring a revoutionary marxist who had his rogue gangs putting tires full of gasoline on white farmers heads ( and their families ) and setting them on fire until their heads what gone? I don't think so. Pray for Obama. He is lost. - Jeri

Mandela was no hero, nor was his murdering wife. They were both communists and terrorists. No wonder Obama wants to lower the flags for him.

We did not bring down the Soviet Union...the people of Russia did that themselves....it is arrogant for us to take the credit for what the people of that part of the world did for themselves.
