Why is a DUI death by an immigrant more tragic than a DUI by a citizen?

We could end the DUI problem fairly easily. Require every car to have a blow-meter as standard equipment, which will lock down ignition for three hours if it blows above 0.8.

The reason we don't do that is because the state makes too much money off the DUI industry- Court costs, lawyers, fines.
