Empty threats. The Brits will do nothing but attend the next party. They have seen this happen again and again and they do the usual, throw out words.

I won't argue with you there. I don't have the balls to do that to someone, that's why I'm not a spy. Who knows how I would act if someone hurt my wife or someone I love though. You?
Regardless, I think I have some understanding of human nature. I have basic philosophies in life, if you can reason with someone, you do so. Sometimes you corner a person and it ends up making life worse for yourself, so it is all situation dependent.
These state on state activities are the most serious of offenses, it is not only already a National Security issue, but, it can breed MORE such attacks in the future, as the UK will appear incompetent.
If you cannot reason with someone they will often take more advantage of you and become bold, reasoning does no good. The message would be sent to not only Putin and the Russian people, but more importantly to those who engage in these acts.
The first step is to try and identify who conducted the attack. Since they are on video and such an order would only go to a fairly small circle who are carrying a liquid that literally something that goes for 10's of millions of dollars, it shouldn't be that difficult to I.D the two culprits. I would suggest the responses changes if the people attacked survive, but if they should perish...
Reply in kind, and send a message. "If you take an order to kill anyone on British soil you had better make it the perfect crime or there will be retaliation".
I ask again, how else would you respond? Just as the former KGB know the risks when they defect, those who conduct in brazen murder on British soil must know the risks they take as well. I'm just a keyboard warrior, but I have to think the British don't want this continued reputation as a "soft target" for assassinations of spies. Putin might be angry at the response, but he more than anyone would respect it and certainly understand it.
He would probably refer that response rather than sanctions on Russian energy.
You see, like the witch hunt into Trump collusion, Putin is viewed with admiration by his people. All of these strong armed tactics which some in the West might look at as barbaric, actually help him back home. Russians will say, "well, he went after enemies or even those who committed treason. While he is also influencing elections of our enemies".
He probably legitimately wins the next election, and we will ask "why"? He knows his countrymen better than we do.
