The cops screwed up after they cuffed him. After they cuffed him the danger was passed. Dragging him buy his ankles, not putting him on his side and rendering first aid. The cops screwed up because they were mad cause he ran. Once the guy is cuffed the fight is over. Off to jail these cops go.
