Depends on what kind of government. leading the way in scientific advancement(millitary, nasa, darpa) and building buildings, bridges, a wall across the border like Saudi arabia or China is a good idea. Making laws that make it so you're arrested for stupid things isn't the way to go or fining the hell out of anything that wants to make progress.
