I read the report and I cannot find that the report said anything of the sort.

That said, 80% is still far from herd immunity and you can't deny the fact that measles outbreak occurred at the same time as vaccination rates fell.

It doesn't take a genius to put two and two together, but some anti-vaccination zealots are desperate to find something else to blame because they don't want to admit that vaccines actually prevent this kind of stuff.
