It's probably about people protecting themselves or retaining leverage. A lot of the people implicated are in foreign governments, for example. Epstein associated with Saudi officials and Emirati officials, and he had Mossad connections as well. This web is eerily similar to the Panama Papers.

Just telling would create a bigger problem with no solution. If it is a matter of sex and drugs or along those lines, exposing it without the ability to prosecute any crimes is slander. The government and the people lose in that case.

There is every reason to believe that both parties will suffer enormously and equally if full release occurs .

No foreign country is that important. Not to mention too many people have cycled through Congress over the years. What possible motivation do those folks have keep up some conspiracy? None. Only one thing would motivate them all, maintaining the legitimacy and quasi-integrity of the government.
