WASHINGTON — The U.S. military is too white and too male at the top and needs to change recruiting and promotion policies and lift its ban on women in combat, an independent report for Congress said Monday.

Seventy-seven percent of senior officers in the active-duty military are white, while only 8 percent are black, 5 percent are Hispanic and 16 percent are women.

Why does it have to be 75% white, 8% black and 5% hispanic. The most important figure should be 100% American. Race nor religion (unless the person is Muslim, because Muslims are Americans enemy; they are who are war is against) should matter. It should be the most qualified person!

I believe when affirmative action policies are implemented in the civillian world, there is a loss of efficiency and profitability. That goes for the military as well. Affirmative action in the military will mean people die and our equipment hardware will not be up to par due to lack of intellect. and experience in those engineering fields due to less capable people being given those jobs. The best person for the job is based on skill and qualifications and they have been predominately whites. That also goes for the President. We all know how THAT president is turning out as the first affirmitive action Commander N Chief don't we?

WASHINGTON – The U.S. military is too white and too male at the top and needs to change recruiting and promotion policies and lift its ban on women in combat, an independent report for Congress said Monday.

Seventy-seven percent of senior officers in the active-duty military are white, while only 8 percent are black, 5 percent are Hispanic and 16 percent are women, the report by an independent panel said, quoting data from September 2008.

One barrier that keeps women from the highest ranks is their inability to serve in combat units. Promotion and job opportunities have favored those with battlefield leadership credentials.

The report ordered by Congress in 2009 calls for greater diversity in the military's leadership so it will better reflect the racial, ethnic and gender mix in the armed forces and in American society.

Efforts over the years to develop a more equal opportunity military have increased the number of women and racial and ethnic minorities in the ranks of leadership. But, the report said, "despite undeniable successes ... the armed forces have not yet succeeded in developing a continuing stream of leaders who are as diverse as the nation they serve."

"This problem will only become more acute as the racial, ethnic and cultural makeup of the United States continues to change," said the report from the Military Leadership Diversity Commission, whose more than two dozen members included current and former military personnel as well as businessmen and other civilians.

Having military brass that better mirrors the nation can inspire future recruits and help create trust among the general population, the commission said.

One of the saddest things I discovered was when a friend of mine who sat on a promotion board explained things to me. After the board reviews the files and selects its order of merit, the next thing it does is factor in ethnicity and gender. Then it bumps selectees out in order to meet the quota. This doesn't necessarily mean that those who get promoted aren't qualified. What it means that if the first 50 who make it don't meet the ethnic/gender quotas, then some of them get bumped out so that the quota can be met. But if the number to be promoted were 75, then those who got into the top 50 may have been promoted if the number was 75. Still, it's an unfair practice, and I was surprised that the Army would cave in to this practice. As you point out, combat is brutal, and you need the best qualified regardless of color or gender to lead troops.

Combat is the ultimate equalizer. It is unforgiving to those who make bad decisions. Unfortunately, bad leaders take a lot of good troops with them when they make these bad decisions.

Truly sad.

typically the miltary tests for ability both in joining the services and for promotion to officer.

minorities are probably already over represented. the forces isnt really the right place to enforce AA quotas, is it?

Ummm, about that. The military hands out promotions base on criteria that does not indicate one's aptitude as a soldier, a specialist, or any personal merits. Whoever has the best rapport with the higher ups is in there. This would explain the concentration of whites at the higher levels, they get promoted by other whites based not on their qualifications, but on how well they can manipulate the system and on the contacts that they can make. So the reward goes not to the best qualified, but to the most cunning and ruthless...

My former police dept did this (Hint: Big ass city in Georgia). They would have a board, and look at past work history, performance, etc, etc, etc.

BUT then we always heard the same thing: "They need a black female Captain because they don't have enough" or "They need a Hispanic Sergeant because he'd be the first one" or "They don't have an Asian Corporal in that precinct".

So, you'd have a physically fit, former SWAT officer who has shown outstanding work for 20 years as a final candidate........and lose out to a fat, lazy black female who never got bad performance reviews because her former superiors feared being labeled a racist, so they just kept pushing her through and not making any waves.
