There is so much gov't helicopter traffic in the DC area at any given time, that it is amazing that there aren't collisions on a daily basis.
 
The last time I was there was in the mid 80s and the helicopters were like flies then. Seems like they have become mid-level manager's preferred mode of transportation.
The last time I flew from Reagan airport was around the time that Bush was president.
Other times I flew to and from Dulles.
 
There is so much gov't helicopter traffic in the DC area at any given time, that it is amazing that there aren't collisions on a daily basis.
Everybody knew from the beginning my friend, that the helicopter was completely to blame.

The crowded skies of the DC metro area hardly seem to be an appropriate place to be holding flying school.

The reason why the order to turn away is bullshit my friend, is because somebody else would have done it.

As was common practice they relied on the passenger plane to stay out of the military's way. Ya can't make this shit up my friend, when operation procedures are well established!

Unless the FARs et al have changed since I was in flight training, the pilot in command is always the instructor, not the student.

Think about it the same way you would when students are in a driver training class. The reason the training vehicles are equipped with a dual set of controls is presumably so that the person in the right seat (the instructor) can take control of the vehicle in the event the student in the left seat does something dangerous, including not responding promptly or properly to a command issued by their instructor.

The NTSB reports are available online and can be reviewed by anyone who thinks that altimeter issues are non-existent or are merely an excuse in this case for some unknown reason:
