I would go with an Electoral College where each state gives 2 EV's to the overall State winner, and the rest are divided up by congressional district.
Some states have started doing that, but the solidly red and solidly blue states would be against it, since they would go from winner take all 100% - 0%
to apportioned 80% - 20%

Actually they couldn't. In bicameral legislatures the lower house is still based on population. Changing the 14th or adding an amendment to allow geographical upper houses would bring the balance back.
Just the opposite. The "balance" as you called it, was like the 3/5ths compromise. Intended to give slave states enough extra representation, much more than their actual population. That they could hold off congress from passing any laws to outlaw slavery.

They "sell" the food, they don't "donate it". The urban areas are financially supporting the rural areas. Both commercially and with their taxes.
 
You don't seem to understand that such goods are now global.
And, of course, the urbanites want their unspoiled rural retirement places. Let's make it clear, rural areas could survive without urban centers a lot longer than urban centers could survive without rural ones, and in fact will do so when the inevitable economic crash happens.

Just look at the TVA (Tennessee Valley Authority) and rural electrification. The post office and rural free delivery.

Farmers pay a fraction of the taxes that urban people. So much so, that people like Trump designate part of their property as "farmland" in order to save on their taxes.
