They made it the law, so they don't have to follow it?

Compact between states are illegal unless approved by congress. It wouldn't have gone anywhere. The fact that they tried is disturbing though.

Because canceling votes is exactly what it would do. Let's say the entire state of Colorado voted for one candidate, but the other candidate won the popular vote, Colorado would have to give their votes to the candidate that the people in their state didn't vote for
