Question about Rep 'dots'

Noticed little blurbs of text associated with these green, orange, etc dots saying like (just seeing Westwalls') "Westwall is cooler than the underside of a pillow." Are these fixed messages for certain amounts of Rep, or are they custom written? If custom, how do you do it? Or is it a staff-only thing?

Somewhere is a discussion on that topic - the blurbs were recently (couple of months) re-calibrated..... I suppose it's somewhere in 'Announcements'?
