that pig had cameras all over his manhattan apt & island. an aide of his revealed some were installed in kleenex boxes. he was blackmailing people for sure.
An arrest is merely procedure to ensure the administration of justice. It means the police can interview Andrew, check his phone and computer etc.., and to gather evidence. In the US you can plead the 5th, in the UK you either have to answer and say, "No comment. The latter won't look good for you in court.
So if there's an incident, both parties are normally arrested for the above to happen, even if it blatantly obvious one or both are innocent. Cases can collapse due to procedural errors.

And how long before they claim Trump set Andrew up as his Fall Guy just to deflect heat away from himself?
And it kind of really surprises me. I was certain that the only crime left on the books in the UK to still warrant arrest was if you made a non-pro-islamic remark on social media.
