Trump doesn't want to treat all military the same though. Transgender have always served, just as gays have always served. All manner of sexual "deviants" and just really anybody on the sexuality spectrum has always served.
He's trying to change that.

Same reason you can't just police Muslims and try to ban Mosques and their practices.
If you are going to go after some issue, you have to apply the same rule to all groups not target just one you think has this deficiency.
With Muslims, if the fear is that religious cults will impose their beliefs over the secular govt and freedom of religion of others,
then laws holding religious organizations to respecting individual rights and due process
must be applied to ALL RELIGIOUS organizations so NONE of them abuse their practice or beliefs to override civil laws and authority.
Whatever protective laws people want to apply to Muslims,
those laws cannot target just Muslims but apply to all religious organizations that register to be chartered through states.
Thus even if the "goal" is to prevent religious or political abuses "by Muslims"
the LAWS must be focused on preventing those abuses by ANY religious group (not just writing the law to name or target Muslims).
Here, even if the goal is to identify Transgender conditions deemed unfit for military settings and service,
the laws would have to be written and applied to screen out
ANY medical or mental condition deemed unfit for military service
so it isn't discriminating or targeting any one demographic.
You can't just say no Muslims unless they pass certain screening tests.
You can't just say no Transgender because they make other people uncomfortable.
You'd have to say all members have to be screened for disorders or conditions that conflict with military service or duty.
Or you could instigate policies that say ANY conflict for any reason that disrupts the operation of the unit
has to be assessed and resolved by mediation to the satisfaction of both parties.
So that's another way to screen out people with mental or behavioral disorders:
If they cannot resolve disputes peaceably to avoid legal abuses, issues, actions or costs,
that can be used as criteria to separate people from serving together.
And it doesn't have to cite whether the issue was over religious faith or transgender/homosexual orientation etc.
Just not being able to resolve a conflict can lead to an agreement to separate people instead of serving in the same unit.
