This was my first thought. Not sure i agree with punishing them for that.

Up to Sadat, Egypt was the one who suffered most with Israeli Wars. And it got Sadat killed for signing a peace agreement or cessation of hostilities. Perhaps they do not want to experience terrorism and eventually strikes from Israel or other nations due to it. That area of the world is a mess. Although some nations are moving on from 1948 and unfortunately they still have issues with each other.
