Police and spies. The new nation?

In the 21st century, in some countries, like in the UK, the national police openly appeals to the public, through newspapers and media, that they should film each other as much as possible, then send it to the police. Be it a cellphone camera, iPhone, iPad, dashcam, anything. The police says that this is a good service and helps reduce malconduct in public. Most people believe this. But is this really a tool to improve behavior in public? I think this is rather a clever setup of a domestic spy network, to establish dictatorial nations. Your take?
