Oh yeah whoever did it is in big trouble not just because it's a Dropbox but because it's also Arson. Arson has a whole dictionary of penalties just for Arson. I'm pretty sure what he was trying to do is force surveillance of the boxes. He'll get 10 years for it.

i like that idea of pitting fire retardant chemicals of some kind in the boxes.

Unfortunately for the perpetrator he will be located and punished there's no question about that. It was actually a brilliant move although it was also criminal. It forces the FBI's hand.... They have thousands of portable surveillance cameras I'm sure that can run for days on a single charge. If they already knew the same Volvo was at both boxes obviously they were already watching.
