There's a difference between Federal Government institutions and private institutions. As far as Federal Government institutions go, they go by what the Federal Government mandates at the time - rules, etc.

Private institutions, on the other hand, can have their own set of rules - as long as they are not unconstitutional or breaking a specific law.
