Cannot prove you wrong. But, it is not top to bottom. At the bottom, soldiers, Officers, Company Commanders are held responsible for the assets they control, but they are the little fish, dollars only in the thousands or millions. The problems appear to be primarily above USPFO level. I have seen soldiers and Company Commanders on the hook for thousands, even putting some there, myself, and have located and recovered control of missing assets (in the millions), left wherever units have been or equipment loaned, sometimes years back, after going missing and unit losing track as organizational personnel changes occur.
