I personally think that governing people as if they were an engineering problem that needed to be controlled, would not be in the best interest of the general population.
The problem is that the population is so deeply immersed in that damn 7th century barbaric religion and its rules, I doubt a government in Gaza can be anything but what it has been. If it went technocratic, it would in all probability devolve into a military industrial complex, still hellbent on wiping out their neighbor.

I'm hesitant.
They may want to start a miniature arms-industry for themselves.
